The lowest possible angle of reflection is not the same as the lowest possible angle of incidence, as you asked in your previous question.

The highest angle of reflection is 90 degrees.

The lowest angle of reflection depends on the electron density of the reflecting material, and the wavelength of the incident light. It will be something less than 1 degree.
