my neighbours downpipe from their guttering fell out a few weeks ago and now their rainwater just flows out onto my house and is causing problems with the render. I have asked him to put the guttering downpipe back up and he said he would but to date he has not. Anything i can do to get him to do it as it does not affect his house so hes obviously not bothered

See your title deeds (esp. first sale conveyance by Council). Check provisions re joint easements and who pays for pipes maintenance.
