Provinces in Canada??
I think Aquagility may have hit the nail on the head. Although there are in fact 13 provinces (and / or territories) in Canada now, Nunavut was only created (from the Northwest Territories) in 1999. If the quiz setter's source was a little out of date.....

Surely not Aquagility....support you we do!
Actually, if you want to be factually correct we have 10 Provinces and 3 Territories.
But for the sake of a crossword I'd go with Aquagility and Kettledrum.
Nunavut became a Territory in 1999 so is 'the new kid on the block.'
