Getting an address from a car licence plate

Probably a very daft question, but if you have a car licence plate, is there any "legal" way of finding out who its registered to - or is that only something the police can do

Asking this as some thieving git, half-inched 3 bags of mine (full of clothes, pesonal belongings etc) and sped off in a car. He is caught on CCTV, as is the car - but the police havent been round yet to view the footage (it happened Monday early afternoon), and Im worried time is slipping away of getting anything back at all.

Obviously Im not going to go round and confront the person, but as much information I can gather can only be helpful

Any advice please
