More commonly termed attention seeking behavior, it is caused by pack instincts inherent is every dog. It consists of pawing its owner or others (why the command, "shake" is so easily taught to dogs), jumping, barking at, even eliminating in front of its owner are examples of the submissive dog seeking care or attention from the pack leader... in this case the owner. In its extreme forms, tail chasing or other erratic behavior can be examples...
