What does "for vears" mean?

It means the train due to arrive at 0730 - or whenever - has been arriving at 0731 or later every morning for a period of time extending to, not just weeks or months, but years.
ladorada, I notice your question had VEARS not YEARS. Perhaps the text you were reading was smudged or misprinted so the Y looked like a V. (Vears is not a word.)
In this context it's quite possibly a hyperbole and just means "a long time"
