Here's a chance to sign the on-line petition linked to the Downing Street website, requesting that Council Tax be reformed to reflect the income and ability of the householder to pay it.

No thank you. I am totally against means testing - why should I inform any organisation of all my income, outgoings and savings?

Those on a low income who need help, can apply for council tax benefit.

I am a single pensioner, pay full council tax (less the single occupancy discount) and wish we still had Poll Tax.
No thanks also. For the same reason. Furthermore, one person's reduction is another person's increase.
why the blinkin flip should I work so hard then have to pay more than people who just want to sit on their bums all day. Can't pay your bills? Get a second job. I worked 4 for a while. Hrumph!
Fat chance. The only way council tax will ever be 'reformed' is to be increased. Doubtless by many more percent than inflation.
No thanks for me too, as Ethel says there are benefits available for those on a low income to help out, so it already is kind of set up in the way you are talking about.

I would be more inclined to petition for more money from Government to the councils so there isn't the need for them to raise such a huge chunk of the money they need each year from Council Tax in the first place.
