2.Could be Kingdom Come by J G Ballard ..its set around Brooklands ..lots of facist little Englanders waving the flag ,racist riots and so on .
Which was an answer I gave to someone a while back but having had no feedback I don't know if it's correct or not but it was published in 2006,is a very good book and sounds very much as if it fits your question !

Thank you. Not long after posting the question, I came across a web page which seems to confirm the Kingdom Come connection. I've gone for that. But the book covers are a nightmare. Still time though.
