Be wary if it's witnessing a Will. Witnesses cannot be beneficiaries or benefit from any Will they have witnessed.

It's a one year grazing agreement for horses or sheep

Yes a relative can witness the signature. As it is a grazing licence the signature does not strictly need to be witnessed at all.
