What does he expression "fol de rol" mean?

It doesn't actually 'mean' anything in the normal sense. It started life as a chorus in 17th century folk-songs...fol-de-rol-de-rido, liddle-iddle-ol...sort of thing. By the middle of the 19th century, it had taken on the meaning of a trifle, something flimsy and meaningless. Thus, it could be a piece of trimming on a dress, a silly little hobby or whatever.
It seems like something Rambling Syd Rumpo would say...
I'm not sure but I know the phrase from The Billy Goats Gruff...'I'm a troll fol de rol, and I'll eat you for my supper'
