Not if it's just a Title Deed, which costs £3 to download from the Land Registry.
What document does he want?

We did the LPAs ourselves and none have Land Registry documents but maybe yours is a special case
You can download a title register document, together with the associated title plan, for £3 each from here:
https://www.gov.uk/search-property-information-land-registry

If you need 'official' copies though, e.g. to be used in a court of law, it will have to be posted to you (rather than sent electronically), which will cost you £7 for each document.
