Can this be done without going through a dealer? If so does anyone know how?

does it not show you in the handbook.
Are they Xenons? If so they recomend you go to a dealer because of the high voltages involved, up to 30,000 volts to light the bulbs but when the bulbs are lit up they use less power than ordinary bulbs

Sometimes as with my car the front bumper needs removing to access the headlight bulbs.

I do not know if this needs doing with your Jag.
