Some historians would also count Matilda as a queen, as she alternated with King Stephen in the early 12th century when there was a civil war.
If you're going to include Jane's 9 day reign in 1553 then you should definitely include Matilda, as she was far more widely accepted (though obviously not with King Steven's supporters) and for far longer: generally though, neither would be counted. And that's only going back to the Norman conquest, though there probably weren't any Queens (Regnant) of England prior to that. I know that Boedecia was a Queen, but she was only Queen of the Icenia (roughly modern day Kent), not all England.
