Its a film...Five children and It
It voiced by Eddie Izzard
I remember the tv program, als called '5 children & it'. the fairy was called a psammead (pronounced sammiad i think!)
I think the creature was The psammead and the programme was Five Children And It based on the novel by E Nesbit. There was also a film recently in which the psammead was voiced by Eddie Izzard.
There was a 1950's TV version of 5 Children and It, but here is some info on the more recent TV version...

Five Children and It is a children's book by Edith Nesbit, first published in 1902. It is the first of a trilogy. "It" is the Psammead or sand fairy.

In 1991 the BBC turned the story into a six-part series. In the UK it was released under the story's original title; in the USA it was released as The Sand Fairy. This was followed by The Return of the Psammead in 1993 (from a 1992 story by Helen Cresswell, with the Psammead the only character linking the two series.

A movie was released in 2004, starring Freddie Highmore, Kenneth Branagh, Zo Wanamaker, and Norman Wisdom, with Eddie Izzard as the voice of the Psammead.
