New and unused would be best but I would seal it first with a water/pva mix after a considrble time to allow it to dry out properly first.
Have just done this myself - my plasterer told me to mix the paint with the same quantity of water for the first coat. Once that has dried, do two coats as normal. Has come out fine. Incidentally, and probably a bit sad, but I was mesmerised watching him put up the plaster - its an art form.
My husband was a plaster for 50 years and he always says to use emulsion watering down the first coat.
