Creating A Specific Shape In Word/Openoffice Etc

I'm currently using a trial version of MS Word to try to create a number of hexagon shapes on an A4 sheet. I'll try to describe the hexagons. All of them have to be double-walled and the gap between the two walls need to be filled in a light blue colour. The hexagon centre areas are clear of colour. I also have to have the ability to move the hexagons so some overlap others and the hexagons vary in size too.
Using the preset shape options in Word only gives me a single walled hexagon. I've tried to figure out how to place a smaller hexagon inside a larger one but I can't lock them together nor can't move them as a pair so I can't go any further with trying to fill the gap between the walls with colour.
Can anyone come up with any suggestions please?
I know you guys prefer OpenOffice, Libre Office etc and I'm willing to install these if they'll offer me the option to create these specific shapes and fill them. Anything is better than Word right night now!

If you have a hexagon, fill it with the colour you want, add a smaller hexagon filled with white and you'll have the filled frame you want.

You can lock them by grouping the two shapes and then move or re-size as you want.

You might be better using ‘Paint’. Word is really a……word processing app.

I had thought of Paint. The problem is that the whole thing is designed to be part of a letterhead so I need Word processing options too.

You could design it in paint, do a screen shot, crop it as need be and save it as an image.

You could then paste that image onto a word document wherever you want it.
