Obscure Children's Animated Film Name..!?!

Bit of a long shot: I remember seeing this film as a kid, and would like to remember the name of it. The look of the film was slightly similar to the style of animation seen in Tim Burton's 'A Nightmare Before Xmas'. The intro featured a scary ragman/sandman type character ghosting down a street at night and looking in the windows to make sure all the kids were asleep. I also remember a weird 'sugarplum fairy' dance scene featuring some sort of princess. Sorry for the lack of info, but I'm sure there's someone out there that knows!
