A few months ago i bought a set of cutlery with the handles painted black. Over the last few months the paint has started to come off.

What would be the best way to remove the paint without damaging the stainless steel below

I'd probably scrape gently/carefully. Although you can buy paint remover and just wipe it off when it's bubbled up.
