I agree. Its a lot of money for an old ball.
Worse, it is merely a reminder of how an Argentinian footballer was a big cheat and permitted to get away with it. How anyone wants the embarrassment of owning that is beyond any rational understanding.
Does the referee in question own the all then ?
People's passions are different, and their views on what and what is not an iconic memento similarly vary.

If you don't share the passion, then the notion of paying a lot of money for an old ball will seem ludicrous, but to some, it means a lot, and they will part with their money for it.

The most expensive vinyl 7" single ever sold belongs to a man who has never played it, he simply wanted to own it.

People are not necessarily idiots in this context, just different.
