Because you’ve entirely missed the point of this: the petition is gaining traction because the huge number of bereavements due to the war has highlighted an unfairness in the system.
So while I have no doubt that LGBTQ rights would come to Ukraine eventually, the war may hasten that time
What Putin does or thinks about it is irrelevant
