She's 8 and she's my second cousin I believe. I went to breakfast with her, my uncle, my other cousins, my aunt and mom. I went and sat next to my cousin and uncle. I dont know them well so im not sure how they normally act around eatchother. My uncle was like "look she's grumpy" then he started tapping her on the arm. She was like "stop!" Then traded spots with my aunt. I kinda a chuckled and said "yeah she's pretty grumpy". I kinda looked at it like she was in a bad mood and my uncle was trying to cheer her up but idk. I never call him and hardly ever talk to him but should I call him up and talk to him about it?

Nah, let it go this once, but keep an eye on them in case it's a regular occurrence. It may be an idea to talk to your Aunt instead. Rather than accuse someone, just ask if your cousin was okay as you were a little concerned. Then you'll look like a caring family member rather than someone causing trouble.
