has anyone used HSA medical plans which advertise a lot offering cash for medical treatment - is it financially a good scheme or paln thats not as good as it claims?

I have it, and have had it for years. It's like all insurance, some bits you win, some bits you lose. A few years ago I needed Chyropratic treatment, some work at the dentists and new glasses, and got money back for all 3, but I haven't made any claim in a couple of years.
