What is the banking system used extensively by government departments

Not sure, but I can tell you the banking system used by the Inland Revenue.

It's called, "Whatever you've got, and whichever bank you're saving it in, send all of it to us NOW"

I think it's BACS but it must be very inefficient as the Govt. seems to lose and waste a lot of it !
