Also, why is her name Windass when she is the daughter of Tim Metcalfe?

Faye was adopted by Anna and her husband ( ?) Windass. She got three years prison sentence for attacking Adam Barlow .

So Tim must have put her up for adoption and she was adopted by Anna and Eddie Windass and has kept that name.
I can't remember about her attacking Adam Barlow (how or why) but I thought I did remember she was going to be let off with it.
Looks like the scriptwriters have forgotten about her.

Yes Eddie and Anna adopted Faye but seems odd as they were splitting up and was pretty soon living with Owen. Or my memories playing tricks
