I think adjoining letters are correct but if they are I'm stuck on this one
22a. Hairy beast (6) M?M?I?
Only word I know that fits is MEMOIR but what's that got to do with the clue?

Any help appreciated

If it's MOHAIR then I see no association to 'beast'. Also makes my 23d wrong
23d. One who cuts - money due to him outside (5). I have MOWER giving me third letter M in 22a.
A mohair is an alternative name for the Angora goat, especially in crosswords.

What gives the first m?
I agree that 'Mohair' is likely right, but 'Mower' does fit 23d better than 'Hewer'

22a has to be MOHAIR
23d. Although MOWER seemed to be obvious at first - It would make MOHAIR wrong. HEWER also fitted part of clue but not all of it - and would have fitted all other letters.
I believe the answer is HOWER
HOWER is an urban dictionary term for someone who Hoes (as in gardening or operates a hoe - as a hoe is a cutting tool). A variation of the spelling of HOER.
HOWER allows MOHAIR to be correct. It references the part of the clue 'money due' or OWE, and 'him outside' (first and second letters HE).
So although HEWER fits, I believe answer is HOWER
