I always think Hacker represents the remoaner's hope, beliefs and naivety and Humphrey, shows the logic and cynicism of the Brexiteers.

I always feel that Hacker is fundamentally a good guy but he is utterly out of his depth, and knows it.

Humphrey of course is the embodiment of every wily politico who knows how the game is played, and how to win, without ever exposing himself to any risk - he let's the Minister do that for him.
