Two good friends who are bubbled with each other and live in the same village in Tier 4 have decided to stick to their original Christmas plans i.e. to go and stay with their respective children and grandchildren (also in Tier 4) for 3 days and 3 nights over Christmas. They are both well over 70 and one is particularly vulnerable with serious underlying health issues. What would you do?

I haven't read the whole thread, diddly, but the answer is nothing. Their choice.... You haven't suggested they have advanced dementia or don't understand what's going on. So, it's their business.
