Could anyone tell me a shop which lets 16s or overs get a mobile phone contract.

You won't get anything except for a Pay-As-You-Go package at the age of 16. You'll have to wait until you turn 18.

Alternatively, get a parent to set up a contract in their name for you.

yep. phone contract is a form of credit - cant get it til you're 18.
