I want a toilet flush like Niagra Falls ?

My mum is always complaining about her toilet and how embarassing it is when she has guests. To put it nicely it wont flush "solids" very well. A handyman changed the diaphragm on the cistern but said the old one was OK really. He doesnt know why it empties so lethargically.
We dont mind buying a whole new toilet if that is what it takes or could there be anything else causing it.
We have no idea if it ever was a good flusher but it has been like that since she moved in.

If not done, you could try replacing the whole flush mechanism, but it seems unlikely to be at fault as there's nothing much to go wrong.

It could be (clutching at straws) a partial blockage in the pipe, so you could perhaps remove it and check/fix.

It could be down to bad design of the bowl and/or flush.

If you get a new one, you could get one of the two-strength flush ones - saves water and you get a good flush when you need it.

It is a low level unit .The cistern is actually attached to the pedestal. I think plumbers call it " close coupled" (nice expression eh ! )
