Apparently our Stormont government are paying £170m for PPE (to China) - can the UK not make these and why China when the virus started from there

We dont have the raw materials or the factories to make the PPE in any volume JJ. But I understand factaories who normally make other things have switched over to making PPE now and we are building our own supplies.
