can or can't compete in at this years Olympic Games?
I know they can compete in the weight-lifting. (if they meet the qualifying standard)
Cycling I think but I'm not sure.

The IOC's new guidelines (whatever they turn out to be) won't come in until after the Tokyo games , hence the 2015 guidelines still apply.
