It's not Peter Kay. I thought it might be Paddy McGuinness, his Phoenix Nights co-star, but I've been on his website and he says it's not him, although it's definitely a Bolton bloke.

ok,i know this is a little late but at least i think i've finally found other panda mad people!dunno if it's been been said already but the voice is deffo mr ralf little.now i have to gloat-met him at the celeb soccer6 on sunday and he did the whole little monlogue in person for me!what a star!bam-blinkin-boo!
