waist sizes for men and women

why are men's waist sizes measured in inches i.e. 34' and women's in some other measurement i.e. 12???. There is probably a simple answer but humour me please. Is it because women might get embarrassed asking for a 38' trouser waist?

It worries my why you want/need to know this Ned!! p.s dont think the women's size means their waist!
