should system idle process be running at 55 - 70% of cpu?

No. This is too low. Mine is normally running between 94 and 99%, unless I'm running spyware or somesuch.

Open task manager and double click on cpu.
This will bring the heavy resource users to the top of the list.

What does it say?

OK thanks i understand it now - had loads of firefox tabs open and limewire and itunes
