It just took them ages to get it right.
Basically when it shipped it was not ready.
Microsoft had got in a right mess with their Windows development at that time (2001 to 2006) and tried to make some major changes to Windows, then they realised it was going to take too long and so they had to start again.
But then Microsoft marketing began to put pressure on them to ship a Windows product as it had been 6 years without a new version of Windows.
So the shipped what they had (Vista) and then spent the next couple of years fixing all the errors and changing much of the product.
I know because I went out and bought Vista when it came out.
