Is an Anaesthetist considered to be a doctor?

yes they will have an MD although they may not use the term doctor and if they are a consultant anesthiologist, then they would use the term mr
I would certainly hope any anaesthetist who came near me was a qualified doctor. Some would consider that keeping the patient alive during surgery is the most important role in the operating theatre. I think that consultants only drop the Dr and call themselves Mr if they are surgeons.
The answer is yes, they do have to be doctors. Kags is right, only surgeons are entitled to call themselves "Mr":

Now, I'm not sure what they call themselves if they're a surgeon who then decides on a career move into anaesthetics...

Or they use Miss as a title - not all surgeons are men
