Learning is usually harder. As a parallel learning how to speak a languagefrom scratch is very difficult but once you have learnt a certain amount it becomes a lot easier and new words and grammar can be picked up easily

Learning a computer language is easy because of the limited vocabulary and (usually) very simple syntax.

Programming itself is as easy or difficult as the problem you're trying to solve. Compare, for instance, the complexity of a which plays noughts and crosses to that of one which plays chess.
