There is a good reason for using 101 and that is to ensure that nuisance incidents are recorded. Its easy for a police service to claim that they have eg a low incidence of vandalism, no out of hours use of fireworks and so on if no one uses the 101 number, reports the incident and obtains a report number. report stats can be obtained by FOI request and used to argue for whatever preventive measures concerned citizens need.
