How low a budget? One of the best is Samsung's 74 series with Freeview. 799 on the High Street (Comet 749 on-line) but 599 at lcdbox.

Novatech also do 'their own' make (27") at 450 but it isn't Freeview.

Both of these can take input from a PC.
I just bought a goodmans gtvl26w8hd, to use as my pc monitor it was 500 and its got a great picture and after changing from a 19" tft to this it makes a big difference
