UK (like EU states can) should be able stop EU citizens settling in UK that have no job (or adequate financial resources) to support themselves or who are hardened criminals - this should not contravene the freedom of movement of EU workers requirement.

Immigrants (EU & non-EU) should not be able to claim benefits like - DWP, social housing, council tax benefits, tax credit, legal aid, free NHS treatment, if they have not worked in UK (and contributed into NI, HMRC) for over 5 years.

All the more reason to be "choosy" about who we grant "work permits" to then. Just like the Americans are with their Green Card system. The last people we need telling us who we have to allow access, is the Germans or the French. Better a Kiwi gets a work permit than a lot who seem to have no problem. Strangely ,on a slightly different tack. Ever notice how the immigration "officials" seem to relish deporting a South African or Zimbabwean farmer, an Australian or Canadian teacher, but never an African or Arabian criminal.

Foreign workers (like the commonwealth plasterers, carpenters, electricians) after 5 years on work permits, for example, will qualify for ‘indefinite leave to remain in UK’ status in UK (i.e. permanent residents, together with their extended family members of UK without immigration restriction forever).

Commonwealth immigrants (like Irish citizens) can vote in UK elections from day one of their residence in UK. Future Labour HMG (in non-EU UK) could well prefer (by points system) to welcome commonwealth unskilled workers (by their non-discrimination & multicultural stance stance), rather than EU unskilled workers.

Non-EU foreign workers on work permits (should there be no more accessible EU workers without need for work permits) could include nannies, cooks, chambermaid, waiter, fruit pickers, labourers, cleaners, painters, plumbers, security guards, shop assistants, etc from all corners of the earth (like Africa, India, Asia, Commonwealth. etc) - and after 5 years on work permits will qualify for ‘indefinite leave to remain in UK’ status in UK (i.e. permanent residents, together with their extended family members of UK without immigration restriction forever).
