Hair removal for people with excema

My daughter is 14 and suffers with excema on her lower legs, some hair removal creams actually flare this (including the famous for sensitive skinone !) I feel that she is too young for a razor and am thinking about a lady shave, no shop will allow me to open the box to read on the instruction leaflet if suitable, and i took a chance on a cheap one, only to read INSIDE that it is not suitable, and because i had broken the seal on box, for hygiene reasons the shop would not allow me to return, the question therefore is there anyone out there with sensitive/excema on legs and what hair removal do you use

If she thinks she really needs to remove hair on her legs, has she thought about an epilator? Slightly uncomfortable perhaps. Just a thought.
