what version of windows (or android) are you running? FB recently ceased supporting older operating systems - whilst FB will run ok on these, it won't permit messenger to send messages. (I'm in the same situation). if your phone won't upgrade to a newer operating system (like mine, memory too small) the only work-around is to use the web interface on your browser.
