I think the full text of the Executive Order has been published before. Some conditions are relaxed faster in cases where "the religion of the individual is a minority religion in the individual's country of nationality. [Sec 5(b), EO 13759]" Granted, for the 120 days of the order the ban applies to all, but the subtext is also clear, namely that after the full ban refugee claims will be weighted according in large part based on religion (and in favour of non-Muslims.)

It's a mess, anyway. But, as I say, it looks like an attempt that's heavily motivated by wanting to stop Muslims entering the US (as refugees) while trying not to look like this is the aim.
