When Someone Makes Your Website Through Elance, Odesk, Fiverr, Etc., How To Know If The Work Is Legal?

How could I know if it is legal to use the Wordpress "Premimum" Tshemes that someone used to build my website?

I'm just wondering because it's so cheap? I know wordpress themes are around $20, $30, $40 and so on..

But there are some people (Fiverr, Gigabucks, Freelancers.com, etc.) offering to layout my website (I'll be the one to put contents after it's done) using "premium" themes for some very cheap prices, why is that?

Are those legal?

I'm sure WordPress themes can be manufactured at a cheaper price to those in the know, after all it's the most popular website builder on Elance. But best to make sure.
