This is the lower end of the norms for arterial blood tests. Normally expressed as milliliters per 100ml of blood, the values range from 15ml to 23ml for normal healthy adults. This is the actual content of oxygen in the blood.

So in simple english, it means that the blood does not contain the most oxygen possible. Can be due to illness, living at high altitude, genetics and lifestyle. Are you anaemic by any chance?
