If I got a WAP accessible phone with unlimited internet access would I be able to make VOIP or SKYPE calls on it?
Or make internet phone calls by logging onto the webpage of my ISP?

I you can access skype then have an account of skype voip then you can use your phone. to make calls via VoIP.

You need to subscribe VoIP service provider, to use their softphone for dialing phone numbers. For instance, RingCentral can be use by WAP phone or Iphone as long as internet connection is present.
