Is Hertfordshire considered to be part of London?

Having a discussion and need proof. A friend says Potters Bar and Hertfordshire in it's entirety is part of London. I say otherwise - what is the real answer?

Only one county (Middlesex) has been entirely subsumed into London. Bits of other counties have disappeared as well (e.g. Romford is now in the London Borough of Havering, rather than in Essex). Hertfordshire has been largely unaffected by the extension of London's boundaries.

We are Hertfordshire, not London!

There is no London Borough of Hertfordshire!

Northern boundary; they come down on M1, diverted onto M25 & back up M1 - ssshhhh, they haven't sussed yet :)
