Why do the blinds have to be up when a plane comes into land?

Because if an emergency occurs those people on the ground rushing to the rescue will be able to see inside the plane.
In case there's an 'incident' so the emergency services could see inside.
...whoops 'pipped at the post' !
conversely, it would ensure those inside the cabin can see out, and (hopefully) report anything unusual that the flight deck crew cannot see during take off & landing.
So you don't see your luggage bouncing out of the back.
