If you was charged with and offence but when it got to court it was thrown out as witnesses did not turn up, can this affect you getting a visa to visit another country

It would depend on what the visa application form of the particular country asked you. If it said "Have you ever been convicted etc etc", you would be able to answer truthfully "No". But if it asked, "Have you ever been charged etc etc", you might have to say "Yes", and depending on the charge you might not get the visa.
