I have a maltese passport, although I live in the uk.
Do I need a visa to enter the usa, in February 2009

You need a visa. Malta is not part of the Visa Waiver Scheme.

Where you live is not a factor.

However, I have discovered that Malta has been accepted into the Visa Waiver Scheme.

No idea when it will be implemented though.
